Expression of interest

The WHO European Healthy Cities Network has launched a call for expressions of interest for its Scientific Committee for Phase VIII (2026–2030) to further strengthen the scientific foundations of the Network’s work and support evidence-informed action for health, equity and well-being in cities across the WHO European Region.

The Scientific Committee will provide independent, interdisciplinary expertise to ensure that the Network’s strategies, tools and activities are grounded in the best available evidence and aligned with WHO regional priorities and the 2030 Agenda for Sustainable Development.

Role and focus of the Scientific Committee

During Phase VIII, the Scientific Committee will support the Network across its 7 thematic pillars: People, Place, Participation, Prosperity, Planet, Peace and Prepare.

Its core functions will include:

  • providing scientific and technical advice to the WHO Secretariat and Network members;
  • supporting methodologies, indicators and evaluation processes;
  • contributing to knowledge generation and exchange, including inputs to annual business meetings;
  • strengthening links among research, policy and city-level practice; and
  • supporting continuity and institutional learning across phases of the Network.

Composition and eligibility

The Scientific Committee will consist of 8–12 independent experts from a range of disciplines and sectors relevant to urban health and sustainable development. Members will be appointed for a 2-year term, renewable once, with balanced representation across geography, gender and professional backgrounds.

To safeguard independence and avoid conflicts of interest, individuals holding operational leadership roles within the Network will not be eligible to apply during their term in those roles.

Application process and key dates

  • Application deadline: 23 January 2026
  • Announcement of selected members: 6 February 2026
  • First Scientific Committee meeting (virtual): 19 February 2026

Further details on eligibility criteria, roles and responsibilities can be accessed through the terms of reference.

About the WHO European Healthy Cities Network

Since its launch in 1988, the Network has provided a political and technical platform for cities to address the determinants of health through whole-of-government and whole-of-society approaches. As the Network enters Phase VIII, scientific leadership will be critical to supporting cities in responding to complex urban challenges, including health inequities, climate change, demographic change and health emergencies.
